Unified Planning Work Program
The Unified Planning Work Program (UPWP) is a required statement of how certain state and federal funds will be used for transportation planning purposes by TRPC. The UPWP is based on the state fiscal year (July 1 to June 30). The UPWP is developed in cooperation by TRPC's member jurisdictions and the Washington State Department of Transportation (WSDOT), and is reviewed by state and federal agencies before adoption by TRPC.
Planning Regulations
TRPC's regional transportation program must fulfill federal urban transportation planning regulations in 23 USC 134 and state requirements in RCW 47.80, WAC 486, and the WSDOT Regional Planning Standards. The UPWP helps ensure compliance with these requirements.
Activities
The UPWP also describes other federally-funded transportation planning activities of regional significance. TRPC's Transportation Work Program reflects planning priorities described in the long-range transportation plan, as identified by regional policy makers. These additional transportation planning activities help the region meet agreed upon near- and long-term objectives with programs and strategies tailored to the unique needs to the Thurston region.
The UPWP Annual Report
The UPWP describes how state and federal funds will be used for regional transportation planning purposes within Thurston County. The UPWP Annual Report summarizes what was accomplished during the previous year in light of what was planned.
