2024-2027 Regional Transportation Improvement Program Amendment 24-01
NOTICE IS HEREBY GIVEN that Thurston Regional Planning Council (TRPC) invites public comment on a proposed amendment to the 2024-2027 Regional Transportation Improvement Program (RTIP) of state-sponsored, federally funded, and regionally significant transportation projects in Thurston County.
Amendments have been requested by the City of Olympia, and Thurston County to the following projects into the 2024-2027 RTIP so funding can be released.
City of Olympia
Fones Road – Transportation. Improvements include enhanced bike lanes, sidewalks, planter strips and or stormwater swales, new lighting, crosswalk enhancements, a trail crossing improvement, a compact roundabout, an asphalt overlay, lane reconfiguration, and medians. Amendment for funding adjustment to account for inflation and project elements from various utilities.
Tilley Rd S – Old Hwy 99 SW to Goddard Rd SW. Reconstruction, added capacity project including the possibility of minor realignment, turn lane extensions, paved shoulders, illumination, drainage facilities and other safety features. Amendment to adjust project title and scope, and secure funds.
Green Cove Creek Fish Barrier Removal - Phase 1. Replace a culvert at Country Club Rd NW that previously failed. An emergency slipline was performed in November 2021 to protect the roadway and maintain creek flows. A new post tensioned bridge is needed that meets current fish passage requirements and will maintain road access. Amendment to adjust project title and scope, and secure funds.
Green Cove Creek Fish Barrier Removal - Phase 2. This is a planning project located along Green Cove Creek at 36th Ave NW and Kaiser Rd NW. There is a partial fish barrier at each crossing. The project is an alternative analysis study to determine a preferred, fish-friendly structure to replace the fish-blocking culverts. Amendment to add new project to the RTIP.

Public comments will be presented to the Transportation Policy Board for consideration. Comments should be received by 5:00 p.m. on Friday, January 5, 2024.
