Transportation Benefit Districts (Attachment) In response to a request at the October TPB meeting, staff will provide an update on Thurston County’s efforts to establish a regional Transportation Benefit District (TBD). A TBD is a quasi-municipal and independent taxing district for the sole purpose of funding transportation projects within the district. A single jurisdiction can establish a TPB – as Olympia did in 2009. Thurston County is pursuing the formation of a regional partnership of multiple jurisdictions. |
