Senior Accountant

Thurston Regional Planning Council in Olympia is recruiting for the position of Senior Accountant. This position offers the right candidate a rewarding position with a dynamic, innovative agency.

THE COUNCIL
Thurston Regional Planning Council (TRPC) is an intergovernmental board made up of local government jurisdictions within Thurston County. The Council develops regional plans and policies for transportation, growth management, environmental quality and other topics. TRPC also acts as a regional clearinghouse for planning and demographic information and data.

THE POSITION
This is a key financial position in a small agency setting, so the incumbent is responsible for all the accounting functions of the agency, including preparing and tracking agency budget, financial reports, and payroll as well as managing accounts receivable and payable. The incumbent advises the Executive Director and Executive Management Team on budgetary and accounting matters.

Other essential elements of the job include:

  • Developing, evaluating, and continually updating accounting procedures and policies.
  • Monitoring agency budget expenditures and revenues; evaluating variances in budgeted and actual revenue and preparing analyses as requested.
  • Preparing monthly, quarterly and annual financial reports.
  • Conducting financial management of grant contracts and funds (including tracking of local match to Federal and State funded projects); advising and assisting staff in preparing grant proposals and reports for agency, city, and county grants.
  • Monitoring compilation of labor cost and analyzing them for accuracy; computing and preparing payroll and benefits; advising agency staff on employee benefits and payroll matters.
  • Assisting state auditors, as required, in review of agency financial records; is responsible for audit compliance.

The desirable candidate should have a knowledge of governmental accounting and auditing requirements, financial organization of local government, and automated accounting, word processing, and spreadsheet software. They should be able to establish and maintain effective working relationships and juggle a myriad of competing priorities, deadlines, and requests.  

Other desirable qualities include the ability to:

  • Communicate effectively, orally, and in writing.
  • Design, implement, and maintain accounting and financial systems.
  • Interpret and apply laws and regulations that affect governmental accounting.
  • Coordinate with Thurston County who is contracted to provide banking and payroll processing services.
  • Work with staff of contracting agencies in a knowledgeable and tactful manner to collect and/or disseminate invoices, reimbursement requests, and related reports.

REQUIREMENTS
TRPC is looking for a candidate who at a minimum has attained a Bachelor’s Degree in Public or Business Administration or Accounting or a closely related field. At a minimum, the candidate must also have three years of governmental accounting experience. Pertinent experience may be substituted for education.

COMPENSATION
The salary range for the position is $4,937 - $6,480 per month (depending on qualifications).
